Honda BF75 Start Motor - What is this?

Hi, I'm looking at purchasing a used 2004 Honda BF75. The engine starts and runs fine. When I was looking at it closely, I noticed this weird substance covering the starter motor. Its red and its hard. I was hoping someone could help me identify what it might be and if I should be worried. The owner purchased the motor used in 2006 and said it came like that.

If the motor is priced right, where you could afford to replace the starter motor should it crap out soon, I'd say go for it with no further concern. As far as what that material is, it's anyone's guess without seeing it first hand. Could it be some sort of sealant?

Someone had that starter apart and made it work again. They sealed it with red silicone. If its working, keep it but get a new spare, or replace it now and keep the old one fir a spare.
