Honda bf50a

I purchased a Honda bf50a 2001 motor (as is) It starts right up and runs like a top until I put the power to full. At that time the motor surges, I back off on the handle and it runs fine, I do not have a tac. so it is hard to tell if I a wide open, it sounds like it could go more. I have cleaned the fuel filter and check the plugs all seem fine. Is this a safety feature or do I have a fuel pump problem? Or?

carbs need rebuild
check fuel pump and lines
do a sync

check for a fuel restriction...if you have a built in tank - try running on a portable 6 gallon to separate the boat from the motor...that'll tell you where to look

It is on a portable tank and I pulled the fuel line & strainer out and all looks fine.

P.S. Have not had a chance to run the motor on new fuel and other tank.
