Honda BF50 running problem?

I have just bought a 1995 Honda BF50. It was running perfectly before it was transported to me and now on my boat it seems to be running on the top two cylinders only. I removes the plug leads when running in sounds the same if I remove bottom lead but removing the other two sounds like it is running on one cylinder. It has a spark on all cylinders. New spark plugs. When removed the lower plug looks wet. It runs at about 850 at idle but will only reach 3000 at full throttle. From what I have read it looks like it may be the carbs that are dirty or vacuum lines. I am looking for any ideas about trying to fix it.
As I said it was running fine but is now running rough.

The lower plug had spark but looks wet? Does it smell like gas? Is the plug dark colored or clean? Easiest things to try are first a new plug, then check for compression, but if it was fine before transport then the most likely cause is a clogged carburetor. However the wet plug is unexpected in that case.

You know, maybe that bottom carburetor got water in it somehow. Try draining that carburetor and see if that fixes it.
