Honda BF15D inconsistent performance

Starts first crank sometimes and 15th sometimes. Started in driveway last night cold 1st pull. Ran for couple of minutes turned off and restarted 1st time (second time without choke as it should be) no problem. Bought motor early spring and is a few years old but can't tell by serial number and only know model is number above. Ran great for approx 4 trips. Prior owner had new carb installed secondary to inactivity for mos and running probs. Recent 2 trips performance has been inconsistent. Starts and runs perfect sometimes and runs full throttle sometimes. At times motor will slowly die like fuel is being squeezed off and will often sputter and die. Often it will not start again right away and sometimes it will. Plugs look good. New gas and use 'stabilizer'. A bit confused. Thanks for any help.

Important finding this am. Noticed when running motor with cover off there actually is water bubbling from a threaded hole on spark plug side of motor. This hole looks like it is directly above a black cover which has 2 bolts in it. this black cover appears to be thermostat but not sure. I am sure this water is not supposed to to do this and this is my problem but unsure of next step. Added picture which should help alot. In picture u can see 3 bolts. The water is coming from the hole between top 2 bolts. I am confused.
