Honda bf15 hp - 1997 throttle problem?

When i use the hand throttle to speed up it works fine but when i slow down it goes from hi speed to almost stop. There is no gentle way to slow the boat down. Trowling speed which has always been good is now stalling.??

Flip the tiller handle up and look underneath and tell us how frayed and rusty those cables look at that pivot.

Cables under the tiller handle look fine _ almost new. Is this a fuel/carb issue - water in the gas??? Thanks for your response. This is the first year I have had this problem. It has always been winterized properly...

Yeah you are probably looking at some carb issues.If you think you may have water in the fuel pull that little brown hose coming off the back of the float bowl and drain that bowl into a clear fuel safe container and see what you get from that little sample.Baby food jars work great,just do'nt drop it.You will see right away what you have in that floatbowl and it does'nt take much to make a good day turn bad.
