Honda BF15, BAAl108397, Carburetor

I have a question about my Honda BF15 carb. Should the tube out the top of the carb be pluged or open? A manual on the carb would be a great help.

Open. It's a vent.

Thanks for the quick reply. I aquired the motor in pieces, with extra parts including two carbs, one had a plug in the tube and one did not. I have the engine back together just waiting on an waterpump kit and some othe small parts to come in.
