I bought a 1985 bf 100 9.9 , when I took it out to the lake it started and idled fine but when I turned the throttle all the way it didnt change much in power from about 3/4 to full throttle it stayed the same. the previous owner says it runs perfectly. I am using an evinrude fuel line connector but could that any effect on the throttle?

Is the throttle plate horizontal at WTO?

That fuel connector is not interchangeable and if it is not leaking now, will soon do so.I doubt that is the source of your immediate problems.Since you idle well you can rule out ignition trouble. Then you are down to fuel and exhaust. What happens if you remove that engine cover while you're running?

I ran it today with hood off and it ran fine, one other question when I pulled the plugs wires off the plugs, the plugs had just the threaded part showing on the plug. Im not sure if its supposed to be like that. The little end thing that screws on the plug wasnt on the plug or it was in the boot itself. I dont know if its supposed to be that way?

Only threads are just fine. There is no need for the end parts.

I replaced the plugs and ran it in a barrel , the old plugs were real black and had oil on them. but you can't really tell with out being out on the water.

Since you ran fine with the engine cover off, that indicates you have an exhaust leak most likely at the horn under the powerhead.Very common and updated but easy to see if it is happening to you.In a test tank and with a flashlight look carefully at the rear of the engiine.Look Down ,Down ,Down, where bolts go you never find again, and you will see a horn looking thing coming from the bottom of the cylinder head.If that is all rusty and bubbly or leaking water you have the traditional exhaust horn leak.
