Honda B100 steam coming out the pee hole

I'm at my wits end. I've replaced the thermosat, the impleller, blew the water jacket with compressed air and I still having water flow problems at full throttle. I took it in to a small outboard engine place and then couldn't figure it out. What other options do I have. I don't want to burn up the engine.<br /><br />It seems to flow fine at idle and half throttle, but once I run it at full throttle for about 5 minutes it will dwindle to a trickle and start shooting out steam (not good). Why would it work okay at half throttle and get worse the faster it goes.<br /><br />Please help, I'm very greatful!

Okay, I seem to have the water pumping okay. I took the whole thing apart and couldn't find any obstuction. I did notice something. The "throttle nozzle" which is located inside the connector tube, right before theromstat in the intake manifold. This thing really restricts water flow. What does it do and why is it there? I left it out and the engine seems to be running much cooler. What does this part do? Can I run without it?
