First, just because a battery measures 12V it doesn't mean its a good battery. Measure the voltage when you have the key turned to the START position. I suspect however, that you have a problem with the battery cables between the battery and the engine. Remove both ends, inspect and clean them thoroughly. Be sure to check the cable ends to make sure the point where the cable enters the terminal is free of corrosion. If this doesn't solve the problem, Use a single jumper cable to jump the two large terminals on the solenoid. If the engine now turns over, the problem is in the ignition switch circuit or the solenoid is bad. Again, with the key in the START position, measure the voltage at the small (start) terminal on the solenoid. If its less than 12V there is a problem in the harness between the engine and control box, the neutral start switch, or the key switch. Next, use a short piece of wire and jump from the POS battery cable on the solenoid to the small START terminal. If the engine now turns over, the solenoid is good so look at the harness, neutral start, and keyswitch. If it doesn't turn over, the solenoid is bad.
