Honda 9.9

I bought a new Honda 9.9 4 stroke. It takes any where from 30 - 50 pulls to start the thing when it's cold. Yes I do have the choke on and the Throttle at start with the gas bulb fully pumped. When it does start it has to run on full choke for some time before I can ween it off. Is this normal or is some thing plugged?

No that is not normal. I assume this a 2007 motor? If so take back to the dealer and ask them to fix it. I have several Honda motors and they all start on the 1st to 3rd pull even after sitting for months. Only 1, 1993 Honda 15 HP and it still starts on the 1st pull.
Sounds like a fuel problem.

do you have the throttle turned all the way down ?
the newer honda choke system only works when the throttle plates are closed

review your owners manual and see if this is how they tell you to start your motor
seems un natural to turn the throttle all the way down to start a cold motor but thats the only way the new chokes work
when it fianally pops off you can throttle up to warm it up faster but the initial start has to be done with throttle closed

yep read the owners manual
if it still does not work, bring back to dealer

well than its going to have to have the carb cleaned and the low speed emulshion tube changed
