Honda 9.9 won't run correctly ?

I have a Honda 9.9 and when I first get to the lake it runs good, then it bogs down, then it won't start unless the moto is tilted up where it's put of the water, but when u put back in it bogs down again, if I disconnect the gas line and pump out some gas and reconnect it it runs for a little but bogs down again? What the issue???

Sounds like a bad carb float or loose/broken parts in the carburetor.
