I bought a used '99 Honda 9.9 4-Stroke and put it on my sailboat; it starts great but I'm getting no water from the tale-tall hole and bubbles from the water intake port. The motor appears to be very well taken care of, and was serviced just before I bought it. Any suggestions as to what the problem may be? Thanks in advance.
