honda 9.9 hp 4 stroke outboard year model???

i have a 9.9hp honda 4 stroke.trying to find the year it was manufactured so i can get a repair manual. the serial number is B100-1203540. it will not start but it has spark to both spark plugs it has been sitting for several years so it looks as if it could be a carburetor problem. will the serial number help in finding the year of manufacture??? thanks johnniebfishin.
