Simple as it is ,you now have a limiter cap on that idle mixture screw and in order to clean that carb completely that screw has to come out.Problem is you either have to break it or know how to do it without breaking it and that is not info that I can share.First of all,it is illegall to tamper with that screw unless certified,and secondly it involves heat in a fuel filled unit.Hardly safe and someday I'll come home with a scalded face when one of these blows up on me.Weigh your options.Honda carbs are cheap and you may be better served just swapping it out.
