Hardhat,

If it is flooding, does the primer buld ever get hard when you first prime the carbs, or does squeezing the primer buld flood the carbs?

If sounds like maybe the needle valve on the carburator float is stuck in the "open" position. Pull off the bowl on the carb and make sure the float moves freely. The needle valve should be able to move freely too. Also, check the condition of the needle valve. It should have a very smooth taper. If not, the valve may be damaged and needs to be replaced. (If its not smooth, it wont seat correctly and will let fuel get past).

Nav

At the same time check that the float isn't saturated with gasoline.

A hole in the fuel pump diaphram might saturate the oil.

As far as the carb flooding, I've seen a Honda carb leak around a pressed in seat assembly, and needing complete replacement
