Honda 7.5 4 stroke cdi hard to start, wont stay idle

I am fixing up this honda 4 stroke. I replaced gaskets for the carb, impeller, and inlet manifold. I also replaced the thermostat and fuel filter. I rebuilt the carb and got water to come out the telltale but it still won't idle and it is very hard to start.

99% of the time it's the carb.
They are very fussy to clean.

Time to clean the carb again would be my guess. My next guess would be you missed the super tiny idle jet on the first pass.
