Honda 40 - rejet/angle carbs?

I just obtained a "new" aluminum fishing boat. It has a 2003 Honda 40hp (3 cylinder) motor on it & came from an elevation of 1200 feet to 6,500 feet. Not sure if I need to have the carbs re-jetted, so I contacted my local boat repair guy. He said that the Honda's are good from 0-7,500 feet & the carbs would not need to be re-jetted, but he said he could "angle" the carbs & found that that helped at this elevation. Would like to know if this is something I should have done & any other feedback on the matter.

Normally there are high elevation jet kits for engines running at different height elevations, usually less diam fuel and air jets, the higher the narrower the jets. Have not heard anything about angle the carbs, what's this procedure like, could you be more specific ? If engine has beeen re jetted for very high altitude, will need to be standard jetted for sea level usage or risk engine failure.
