I know nothing about your motor but it is Quite simple.
Make sure it has oil in it.
All motor need compression, a properly timed spark and Fuel to run.
Do a Compression check 100 to 125 PSI should be enough.
Check and make sure it has a good spark. If it does then put a timing light on it and check timing.
No spark then check the stop or kill switch including the one to kill the motor if you fall overboard. Check Points, condenser, coils, and electronics modules.
If you have Compression and properly timed spark then the problem is fuel.
After trying to start pull a plug and smell for gas. If it looks wet move away from the boat and see if it will burn.
If it dry then squirt in some known good fuel to the carb or both cylinders and try to start again.
You should now know where the problem is , Compression, Properly timed spark, or Fuel.
Trouble shoot from there.
