honda 4 stroke 20hp 2004

i have a 4 stroke honda 20hp 2004 when the engine in in neutral and i give it about half revs it starts popping . i have changed the plugs done a oil change also fresh fuel . i have been told there is a rev limiter on this model would this cause a loud popping sound

Um, why would you want to do that?

I haven't tried 1/2 throttle in neutral. Perhaps you could put a tach on the engine to avoid over-revving the engine.

I assume this is a "new to you" motor. I was just running my "new to me" BF20, and there was no fuss at WOT in operation on the boat. No popping sound.

How's it run when it's in gear pushing the boat at full throttle?

Sounds like the rev limiter to me. I would cut that out if you want the motor to last.
