Honda 2 HP air cooled shaft issue

Engine was working fine. Towed the dingy behind the boat for a few hours with the outboard in the water. Now prop does not turn when you thoutle up? And you can turn the prop be hand, it turns freely. It has a centrifugal clutch so I wondered if towing it screwed that up, but a boater friend said he did not thing towing it would produce enough thrust to even turn the prop? Ideas????

I generally won't work on stuff like this, but I'm curious. So let me see if I'm following. The prop will turn by hand, and is driven by a centrifugal clutch. The motor starts and runs, but won't turn the prop?
