Honda 2.0HP (BF2D) will start and die with the choke out.

The engine ran fine for a couple of days and transported to a different location laid down with its handle up as instructed. After mounting in on my dinghy, it started fine and ran for about 10 seconds. After it stalled, the only way to start it was with its choke all the way out but it would still stall after a couple of seconds.
Here is the sequence of the event.
- It was stored in the garage over the winter
- I filled her up with fresh gas
- The engine started fine and I was able to use it for a couple of days.
- Then I pulled the motor out of the dinghy to transport to a different location.
- I remounted the motor
- I was able to start the motor, drove the dinghy for 10 seconds and then the engine stalled.
- At this point I can no longer run the engine although I can get it started with its choke out. It will die immediately.
- I checked the oil level. Fine.
- I checked the spark plug. Fine but looked dry as if it wasn't getting any fuel.

What could possibly cause this problem? I suspect it is not getting fuel.

Have you tried pushing the choke in after the motor starts?

Hi yes. No matter what I do, it will just stall immediately. (choke in/out, more throttle, less throttle and etc). Thanks.
