How old is this unit? You can start buy blowing some compressed air back through the tell tale but if that gearcase has not been down in a couple years you need to do it anyway.Five bolts, four on the side of the gearcase and one under the cavitation plate.A few sturdy smacks on the tail stock with a heavy soft mallet and a little wiggleing and you are down.

Try pushing a qtip into the exit hole to clean any foreign objects. Sometimes bugs get into the hole and get stuck.
Good Luck

I would suggest that you pull the pee tube hose on the inside of the cowling and push the end of a spray nozzle and force water backwards through the engine. My 15 hp Honda did that a couple of weeks ago and I di just that it now has a very strong water stream. Doesn't cost anything to try it.
