I had a similar issue. Here are a few suggestions to start with:
With the lower unit off, try forcing water up through the bottom of the water uptake tube.
You might also remove the thermostat to see if the water is coming out there - it can get plugged up with debris.
Force a length of weedeater line up the tell tale tube in case there is a blockage there. I put a drill on the end of the line so that it turned like a roto-rooter. (I can't say that it necessarily helped, but it impressed my wife
)
Check the water pump housing - if it's damaged or worn, it can impair the water flow.
