Honda 100 not starting

I have an older honda 100 (mid 80s?) that I just purchased. The lady that sold it to me had it reconditioned last year about this time and has not run it since. I got it home and went to test it but the pull start would not pull more than and foot. I don't know much about what could be wrong or possible solutions and I was hoping someone here may have some insight.

To clarify, the cord is locking as I pull it out. I have pulled the cord all the way out slowly and re-wrapped it but it is still locking as I try to start it.

That very simple and innocent looking recoil starter is in fact the starter from hell so you really want to be sure it is the starter.Has this engine been moved around lately and is it possible that you have a cylinder full of oil?Take the spark plugs out and with the kids,dog,and especially,wife out of the way ,give it a pull.If I'm right you will be amazed at how far that oil can fly.

Thanks a lot for the suggestion. I think you may have been right but I went about it a different way. I realized before I read your post that the pullies were not turning easily so I grabbed on and turned hard until they freed. THen the motor started easily with lots of smoke at first.
