Hole in orifice plug for 25hp Johnson carburator

I have an approximate 2000 model 25hp Johnson (J25ELSSS.) It has the carb without a butterfly choke valve which relies on an electric primer instead. Recently had the carb rebuilt by a friend who thinks that there needs to be a adjustable needle screw or additional plug in the upper orifice on the end of the carb opposite the engine.

The rebuild kit included an "orifice plug" (part number 1 on the carb diagram.) It is a small brass insert that scews in BUT it has a hole thru the "plug" similar to a carb jet.

My question is should this hole be completely sealed or does the orifice plug with the passage thru it properly restrict this hole without sealing it?

Any thoughts would be greatly appreciated.

"Orifice" means exactly what it says, it has an orifice (hole) through it. The hole is a specific size to admit a certain amount of air into the idle system.

He says he thinks there should be an additional plug there? As F_R said, the orifice is in the plug that should be there (not clear whether it is or isn't) it just needs to be clean. No additional part needed.

To clarify, if it is there and the hole in it is what your friend is worried about, tell him it is a metering hole specific to the application. There is no adjustment on that carb, except to change the "jet" (another name for that piece) size for different altitudes and etc.
