High voltage indicated question

My 1990 60 hp starts putting out 16-17 volts after running about 1 min. Engine rpms don't seem to have anything to do with it. Everything seems to work and I don't smell smoke so what is going on? Should I go ahead and replace the voltage regulator? If so, how do I go about doing that. (Where is the reg located?)

First step is to check all your battery connections to be sure they are clean and tight. While you have the battery connections off, either test it or have it tested.
