High Speed (WOT) Miss

I recently purchased an '01 Merc 200 SW Outboard on a 23' center console. Sea trial was flawless. Planes quick, WOT= 5000 rpm and 48.7 mph. I am happy. Further inspection of new boat revealed there was no fuel filter installed, so I go to local mercury dealer and buy the fuel filter kit and install. Next trip to water results in miss at WOT. Can't quite make 5000 rpm and top speed is 42 mph. Engine breaks up, skips and misses at full throttle. I'm thinking the only thing that was changed was the addition of the fuel filter. Sounds like it's starving for fuel at max rpm to me. The hose barb fittings are 3/8" in and out. Somewhere in my past I recall something about the black filter canister vs the white filter canister. Mine is black. Any thoughts??????

I would check the passages in the filter housing, and the fittings, you should be able to push 9/32 drill bit thru them, if not drill them out to 5/16. If the filter housing passages were to small I would take it back and ask for refund. I see some hose nipples from chain hardware store 3/8 pipe that only have 3/16 passages. Elbows are worse.
