High low switch, full throttle reverse not much power jet

I have a 93 150 commercial w/ jet
Well reverse at full throttle is weak, I can't even back out from the docks ..
I called my mechanic and he told me to look at the throttle linkage on top of the motor .. I noticed when flipping all the way to rev the right arm hardly budges but when all the way forward it engages fully, I was wondering what the high low switch that's on a plastic type gear and what's it do.. Right now it's a click or two to the left on high and low is a click or two the right.. Should they be center .. I'm sorry if this is a dumb question as I'm new to boating..

I checked the function of the jet gate and adjusted the arms so that when fully engages its stiff and lock both ways ..
Also I forgot to mention before I adjusted it neutral when started made to boat go forward ..

Now that I've adjusted it it looks like the fate is half closed at neutral .. Is that neutral ?? Or how would I tell looking at the gate when it's neutral ..

As for the jet and its adjustment, I suggest you browse this site:

The high/low 'switch' that you refer to, I suspect is the TIMING ADJUSTMENT for the ignition system. Low adjust idle and idle timing, High adjust max timing! Mess with the High, you may loose performance or even worse burn down the pistons!!

Thanks for the reply, so is their an stock setting these switches should be on or does it have to be set. Y a mechanic by timing light.. It's all on the top and is plastic tabs with a Philips screw to unlock making able to move side to side ..

Nothing like an OEM manual which I believe might be a good investment if you intend to do your own maint. and repairs on this engine. forget about Clymer and other 'after market'.
The Low is as said to adjust engine idle, PROVIDING throttle cable and carbs are correctly adjusted!!
High needs eother a special instrument: Ignition Analyzer, or may be done by timing light. If not messed with normally no need to adjust as timing will not change once set.
