Hi-end surging and hard start after warm up

I have a 1989 Mercury 9.9 2-stroke. I removed the carb and disassembled float bowl and prime diaphragm and cleaned any and all ports i could find. I did NOT removed or disassemble the fuel pump. It started just fine and was idling fine, but as i opened to WOT it seems to wanna surge off and on (drop rpms and then it picks back up.) It does this off and on during WOT only.

It also seems to have a terrible time trying to start back up, if i run it hot and then bring it down to idle, it seems to stall out when i come back down from WOT to Nuetral. Even if i decellerate nice and slow and try to let the motor catch up. i can't tell if it's flooded, or out of fuel...or maybe i'm completely wrong on both. haha

I have adjusted the idle screw against the cam an additional 2 1/2 turns in from what's recommened, which seemed to help the motor from stalling out when it brought down to idle speed. but it if stalls at all, it takes quite the effort of pulling choke out and back in and pulling the cord with the throttle opened a lil, etc.

once i get it started again, it'll run like a champ, minus the top end surging.

My apologies if my terminology is whack!! :cool: I hope this makes sense.

Any ideas of what i can adjust or check is greatly appreciated.
