ok i just used a aerosol cylinder cleaner to try and free up some extra compression, not good but i didnt use sea foam i will try that to.The compression is 120, 118,120, and 95 that is alot better than it was i noticed the couse for the low compression when all of the plugs where out i tried to start engine and you could see the fuel mist come out of all the cyl but the one with low comp,but when i was spraying cleaner you could see the cleaner beeing pulled into eng so it seems reed valves are working and problem is coming from carbs do you thank once i start getting fuel and oil to that cyl. the compression will come up

It wouldn't be uncommon for a motor to need several decarb treatments to free up a stuck ring. If it were me, I'd be taking off an inspection cover and checking it out all up close and personal.
