Help with a Nissan 25. What the heck is this?

I was looking at my motor tonight (1994 Nissan 25hp) in preparation for changing the gasket on the carb to the 30hp one. Boy that was frustrating to do. Got the carb off and turns out the previous owner already did this. Attached is a picture of the size of the motor. This piece of crap metal is what is connecting the tiller bar and the piece that controls the carb. This sucker is bent all kind to heck and definatly does not look stock. What is supposed to be here? My carb is not opening up except a little bit past halfway. Also, my timing marks look different than the ones I have seen on here. I have more of them to. Please help me out. Thanks!!!

Thanks alot. I called it a fine piece of cajun engineering. Fact is, this was preventing the throttle from opening up enough to meet the stop. I will call my local Nissan shop here and get the correct parts.
