Help..water in fuel only when in water.

Hello all.
I am a novice boat owner. After months of research I bought a 1987 Regal Royal 250 XL with a 5.0 OMC with a Cobra outdrive. I really like the look and history of the Royal and felt it fit the needs of our family. Before buying, had the previous owner start the boat and engage the prop(no problems). The engine is newly rebuilt with less than 10 hrs. After getting the boat home, we put into the water and the engine started up great, but only ran for 10 minutes before it quit. Then it would almost start, but only for a second or two. Dejected, I pulled her out of the water and took her home. I found out I had water in my fuel. Long story short, I got all of the water out and with the muffs on, she fired right up. For 3 days I would start her up without any problem. Would Idle perfect and run smooth. No water in fuel or oil. In fact, the oil is perfect. So, with much excitement, we took her back to the lake, put her in and she fired right up. However, within 10 minutes, the same thing. Engine quits due to water in fuel. The only difference was that I noticed I had water coming in from my outdrive due to a large tear in the u-joint bellows(and maybe from holes I don't see in the lower bellows). My question is this: could the water coming in through the outdrive bellows somehow get into the fuel line? Any other ideas on what may be causing this? It only happens when we put in. Out of water fine. Also, there is not any water under the fuel tank. Only coming in from outdrive, and pooling under engine (hey, I least I know my bilge pumps works!). Even though we have yet to have her running on our lake, we already love our boat and want to get her out and running. Thanks for any help.

Just some more info: I let the boat sit for a day to let the water settle to the bottom. To get the water out of the tank, I took off the plastic cover on the deck to access the fuel tank. I unscrewed a square access bolt on top of the tank that is between the gas input hose and the pick up tube. I then inserted a tube that is a attached to a siphon pump down to the bottom of the tank and pumped out water and fuel until I got pure fuel. I waited a few more hours and pumped more to make sure it was only fuel. Then I changed the fuel filter, cleaned the fuel lines and spark plugs. After doing this, she fires right up and runs smoothly. I did not how ever have the boat on a steep incline when this was done. She was slightly inclined from having the trailer jacked all the way up in the front. Thanks again for all of your help.

The only way for water to get into that tank is either through the filler or through the vent, the vent tube needs to make a big upward U sorta like an upsidown drain trap to prevent water from entering tank, if your tank had any rot holes in the bottom or a bad seam you would be smelling gas all the time so it is probably your vent, they do get dunked now and then with wave action, make sure the hose vent has that big loop in it.
