Help; problems with 2002 Mercury 50hp 2 stroke. I am new to this

Hi everyone I am new here. I just purchased a boat with a 2002 Mercury 50 hp 2 stroke outboard. I have owned several boats but none with a 'newish' outboard such as this. I am an ASE and European car technician, so I have plenty of technical knowledge and own all the tools, but I am very new to outboards. Here is what my motor does:

It will start up no problem, it does smoke on startup which I know is typical of 2 strokes. It has many new parts including piston rings, and a new no 2 piston/ring/cylinder sleeve (professionally installed, I purchased it like this) the guy I got it from said it ran fine for a few months, then one day it started popping and running rough and irregular. Right now if I crank it up I get a puff of smoke every 10-20 seconds or so and it looks like it's coming from behind the starter (or in that area) there also appears to be oil seeping from the bolts that attach the started to the head. If you throttle up a little it seems to run "fairly" smooth. So here are my questions:

Who makes a good mechanical manual for these engines, something that has tolerances, torque specs, and every kind of info from maintenance and troubleshooting; to rebuilding the entire upper and lower?
I know the guy I bought it from put regular 87 (10%) ethanol fuel in it, but also used gas stabilizer. So I was thinking I should clean the carburetor really well.

Look for a leak on the crankcase.---A possible weld repair after #2 let go previously.

Will do thanks Capt'n. I still haven't taken anything apart to inspect yet, but it seriously looks like the oil is coming out of the hole where the started bolt goes. Which seems wierd to me because I figured that metal was extruded out just for an anchor point and was not thru to the crank case. I wi update after the weekend, hopefully I will have time to look into it
