the trim is part of the motor so it should be under the cowling.(depends on the outboard make and model) follow the wire from the hydraulic pump on the motor transom mount and that should go up under the cowl to a black box that houses the relays. more details and pictures of what you have will help if you need help in diagnosing the problem
