help on marniner 75 tilt

ok im new to this site and to boating and i need any help i can get please! i have a 1998 mariner 75 and when i try and tilt my motor up or down fluid leaks out of a little hole on the back and bottom of the tilt pump. it looks like there is threads in this hole but i dont know what is supposed to be hear. what can it be and how do i fix it?? THANK YOU!!

it looks like it might be number 10 in that diagram..the manual release assembly but its on the side of the ppump thats closest to the boat... ive heard from some people that its suppose to be a plug but they rot out and your suppose to J-B weld the hole but im not sure if thats true
