help, need information re: steering lock lever 4 yamaha outboard

i am trying to find out information (part numbers) about a Steering Lock Lever and Steering Lock Plate for my '98 Yamaha 9.9hp 4-stroke (model F9.9MLHX). the part(s) were not with the motor when i purchased it new and the dealer from whom i bought it seems completely incapable of helping me find it. thanks for any assistance.

Are you sure it's not already there?Read the owners manual again and look at the front of your engine way under the cowl. What do you see?
