Help low water pressure alarm keeps going off on nissan

It a 1991 90 hp Nissan I have put in a new water pump new water pressure switch. I?ve checked the metal line going from the pump to the bock. I have water coming out the check pipe just not enough to turn the buzzer off.

Looking at the book it shows the lower rubber seal I seen this part it's on right but the book shows a rubber lock I did not see this part any where on the pump. Does anyone know what it does and where its at on the pump? The book just shows it hanging in the air.
