The HIN is issued by the state - INdiana and confired by the Z, INZ. So as far as never registered, an owner went to trouble of getting a state issued HIN, so that's a suspect declaration.

It looks to have been remuddled by a previous owner, makes year and model harder to pin down

I believe you have a 1969 or 1970 Offshore. I have a 1971 and the bow rails are slightly different and has a different plastic "starcraft" logo on the side.
