Help Exciter engine won't crank

I'm looking for solutions. I have a 1998 Exciter, twin 135cc engines. The left engine cranks and fires right up, no problems, but the all the right engine will do it a single click up turning the the key to start it up. Just one click, no grind. I am not mechanically inclined, but if I were going to guess I would guess that sounds like a starter issue, but can someone offer some confirmation to that? And if that is not what the issue is, or if it might also be something else could you please offer up what the other possibilities would be?
