HELP!!!! 1999 200 Evinrude Ficht problems

:mad::confused: Purchased 1999 200 HP Ficht in July 1998 on a new boat. Blew powerhead in spring of 2000, Replaced under warranty. All upgrades done to service bulletins by authorized dealer. Has run fine for 8 years, EXCEPT NOW..... Recently had ECM replaced. Everything checks OK with motor running with earmuffs in the shop. When under load in the water, it spits and sputters (misses) at all RPM ranges from 1500 to 3500 and seems to smoothen out at 4000 RPM, but might still be missing, but not audible at higher R's. Secondly, motor used to top out at 5700 RPM and 45 MPH on a 23' fiberglass WA. Now will not run over 48-4900 RPM and lost 5-6 MPH of top end. Any suggestions other than get a new motor would be appreciated. The bad ECM was sent to Bombardier and they downloaded information and programed the new ECM with ID, etc and kept the old core, before sending the new replacement for assembly to the motor. Motor has new plugs, have run synthetic Evinrude oil and taken all precautions to keep this thing running including not running at low RPM's for long periods of time. Use a kicker for trolling and big motor for running. Have total of around 400 hours on the motor..... This motor has run great for years until the new ECM was installed recently..... The Electronic Control Module was the only thing changed on the motor?????
