This is our first boat. Had out 3 times without knowing neutral safety. It would start but took some time. The fourth time it started and ran for a minute and stalled. Wouldn't start without starting fluid. Once warmed up started every time no problem. Thought i was having fuel problem so i changed the fuel filter.the old one was dirty. We went out a fifth time and it started and ran for 30 seconds and stalled. It would not start even with starting fluid. Got home and removed the filter and no gas present. Vent line is clear. Anti-siphon seemed good but i bought a new one anyway. Fuel line was dirty but was not clogged. I tested the power to pump with no. 2 battery and only got 8volts. The book says 11-13. On the bottom of the fuel relay wires is a black soft rubber substance. Is this a sealant or has it melted? Any ideas out there
