HELP - 1983 1.6L OMC - Won't go under load

Anyone - Please help. I have a 1983 OMC 1.6L Seadrive, powering a 20' Renken Cuddy Cabin. I have restored the entire boat, wiring included, new guages, new gas tank, etc. I don't know much about motors! The engine starts fine, runs pretty smooth, even revs up out of water. Once I am in the water it trolls fine but just can't get on it. The engine seems to strain and bogs down. I had the prop re-done, new plugs, new wires, new starter, new head gaskets, new thermos, new auto choke, rebuilt carb, compression is 125+. Note: primer ball was replaced but isn't getting firm right away or doesn't "bouce back" right away? ANY IDEAS? THANKS!

Did it ever really go well?<br /><br />It might seem to me that 1.6L is kind of small for a 20 foot cuddy.<br /><br />Maybe you should try less pitch or diameter in the prop.<br /><br />How many RPM's will it make at maximum?

Thank's for asking. I bought the boat used and was told it ran. The 1.6L engine has been on the boat since it was created - so I'm assuming it had enough juice to push it. It revs up to 5,000 rpms in water, but just doesn't get up on plane. It trolls at 8 mph ok and once ran about 25 mph - but then stopped. After working on it I'm back to getting throttle but no performance. Someone suggested exhaust problems but again I'm not a motor person??!!?? The prop is the original and again I assume (probably stupid of me) that the configuation was good from the factory!
