haveing throttle issues

I have a mercury xtr 150 blackmax when in the water muffs it throttles fine when i took it to the lake it was hard to start and when it finally did it would die when i finally got it to start i let it idle for a good 15 to 20 minutes when i would give it throttle it would die every time i start it and then throttle it would die forward or in rev. Some friends told me to get seafoam and that would fix the problem and I have been told that it won't do a thing for it but it seems to run fine with the muffs on except when you idle down it wants to die so i am very confused i am trying to do things my self to save money but its hard to do i have been told it is going to need some carburetor work and its going to cost between 250 to 300 dollars i am open to any suggestion and they will greatly excepted Thank you for your help
