Not enough water to the ears. Also look to see if there's a vent, such as under the anti ventilation plate (above the prop) where water might be coming out. You've got to supply enough water to the ears that the pump is fully flooded with water.
Has plenty of water, no vent I could see, works fine in the water cooling and pisses good. Worried just cause I'm in brackish/salt and have ran it four times without getting it to flush. Gonna get a large bucket and see how that goes. Thanks for the reply
If it was plenty of water then it would be pumping water, it's not getting enough for some reason. A bucket or trash can will work, just be sure you fill it above the top of the water pump.
