have a 79 johnson 115 hp carb question

I just bought a 115HP johnson 1979 model and it has 2 carbs on it. My question is on the top of each carb there is a rubber hose that comes out and is suppose to go somewhere but at some point the hose has been cut on both and a screw is stuck in there. What is this hose for and where does it go?? Please help!

Should be no other hoses than the fuel supply hose on each carb. Got a pic?
