Harmonic Balancer/Pulley

Installed a new harmonic balancer......came with a bolt and washer.
I installed the balancer with a tool from AutoZone and used the bolt and washer to secure.
Problem is when I install the pulleys they don't seem to line up........
I am wondering if the washer is not needed. The back of the pulley has a "shoulder" that may want to sit inside the balancer.
Any suggestions?

If so, did you install the reluctor wheel on the crank prior to installing timing cover? Or did you get a damper for a non-efi motor (1/4" longer)

that small flange does sit inside the balancer and you install the 3 retaining bolts then install the crank bolt and washer

I had the harmonic balancer bolt/washer at the harmonic balancer instead of the pulley......hope that made sense,
All is well now after looking at a few diagrams..........
