Hard Starting Tohatsu M115A

I've owned boats 53 years.
New-to-us boat and motor, just getting used to it. Run maybe a couple of hours.
Battery is good. Gas is fresh.
Squeeze bulb, move fast idle lever, choke, crank . . . crank . . . crank.
Nothing.
Then, starts and runs great.
Same thing every time.
Don't know why it doesn't start. Don't know why it starts.
Flooded?
No gas?
No spark?

First try to figure out why it's not starting. When it won't start, first check for spark. If it has spark, next shoot a little fuel or starting fluid into the intake and see if it then starts right way. If yes then you likely have a fuel issue. Also check the compression.
