Hard starting GAMEFISHER 9.9

I have a SEARS 1982 GAMEFISHER 9.9 OUTBOARD MOTOR <br />Model# 217-586251. It starts on the first pull but dies out after 5 seconds. I found out that if I remove the cowling it starts and runs. I have about a tablespoon of gasoline on the bottom of the engine compartment with a blue tint to it.I added Pennzoil Marine Fuel System Cleaner to the fuel tank, changed and gapped the spark plugs Champion RJ12Y ( 0.30 inchs) My plugs are also wet with gas if I keep trying to start it.
