GT150 flooding on startup

1990 Johnson GT150 crossfire. Seems to be flooding when trying to start it. I followed the cold start procedures posted. If I pull the plugs and spin it over, it will fire right up. Pulled the airbox cover off and the center and bottom carbs have a very small amount of fuel visible on the front with the bulb pumped up firm.. I can't see any fuel running down the front of the carbs. The top carb has no evidence of fuel on the front. Also the bulb stays firm until I push in the primer.

You may want to do a simple test. You think the engine is flooding when starting. After cranking and choking, pull all 6 spark plugs out. Do all 6 look the same? Are they wet or dry. Wet plugs indicate no fire. Dry plugs indicate no fuel. Is the red lever on the primer solenoid in the "run" position?
