It might need more????
Once you get it running, can of starting fluid, spray around the intake side of the motor, under the flywheel and around the carb/intake. If that makes any difference in the way it runs???then its sucking air. Lots of times one tiny cough, backfire or stutter can blow a gasket. Most time it's at the port covers.
Just a test to make sure!!!!!
